O tych wyborach

Wybory parlamentarne 9 października 2011 r. zakończyły się historycznym sukcesem Platformy Obywatelskiej — po raz pierwszy w historii wolnej Polski ta sama partia wygrała dwie kolejne wybory parlamentarne. PO pod przywództwem Donalda Tuska zdobyła 39,18% głosów i 207 mandatów, kontynuując koalicję z PSL (28 mandatów). Koalicja dysponowała 235 głosami — powyżej wymaganej większości 231. Tusk zaprzysiężony na drugą kadencję 18 listopada 2011 r.

Niespodzianką był wynik Ruchu Palikota (10,02%, 40 mandatów) — nowego ugrupowania liberalno-lewicowego, skoncentrowanego na prawach obywatelskich i rozdziale Kościoła od państwa. SLD zdobył jedynie 8,24% i 27 mandatów, tracąc ponad połowę poparcia w stosunku do koalicji LiD z 2007 r. PiS utrzymało drugą pozycję (29,89%, 157 mandatów), tracąc jednak 9 mandatów. W Senacie PO zdobyła 63 ze 100 mandatów, zachowując większość.

How are Sejm seats allocated?

Poland uses the d'Hondt method — a proportional distribution of 460 seats across 41 multi-member constituencies (7–20 seats each). Each party's votes are divided by 1, 2, 3… and seats go to parties with the highest resulting quotients. This method slightly favours larger parties over smaller ones.

What are the Sejm electoral thresholds?

5% for single-party committees, 8% for multi-party coalitions. In 2011, Poland is Most Important (PJN — a PiS splinter) won 2.19% and failed to enter parliament. Palikot's Movement (10.02%) was the biggest parliamentary debut in post-1989 Polish history.

Why did PO win two consecutive elections?

PO achieved 39.18% — the first time in post-1989 Poland a governing party won a second consecutive election. Donald Tusk became the first Prime Minister to serve two full terms (2007–2014). Key factors were voter fear of a PiS return and a narrative of stability and modernisation.

How long is the Sejm term and what is the Senate?

The Sejm serves a 4-year term. The Senate — 100 senators in single-member constituencies — is elected simultaneously. The Senate may amend bills and apply a suspensive veto, which the Sejm overrides by an absolute majority (231 of 460 votes).

Who certifies election results?

Official results are announced by the State Electoral Commission (PKW) — an independent constitutional body. They become binding once published in the Journal of Laws. Electoral protests are reviewed by the Supreme Court within 30 days of filing.
