The political system of Morocco

Morocco is a constitutional monarchy in North Africa in which an elected parliament and government share power with a king who retains decisive authority over strategic affairs. The bicameral parliament comprises the directly elected House of Representatives (395 seats, elected every five years by proportional representation) and the indirectly elected House of Councillors. Under the 2011 constitution — adopted after the "Arab Spring" protests — King Mohammed VI must appoint the prime minister from the party that wins the most seats, but he chairs the Council of Ministers and controls religion, security, the army and foreign policy. Morocco's crowded multi-party system never produces a single-party majority, so every government is a coalition. The Islamist Justice and Development Party (PJD) led the government from 2011 to 2021 before collapsing spectacularly at the 2021 election, which brought the liberal National Rally of Independents (RNI) of Aziz Akhannouch to power at the head of a coalition with the PAM and Istiqlal. Every figure on ElectioMap is taken from the official electoral authority for Morocco — the national election commission or equivalent body that certifies the count. I enter vote and turnout percentages exactly as published, to two decimal places and without rounding, and show seat totals wherever a chamber is being filled.
