About elections in Djibouti

Djibouti is a presidential republic located at the Horn of Africa's strategic Bab-el-Mandeb strait, where the Red Sea meets the Gulf of Aden. Its exceptional strategic value is reflected by the presence of foreign military bases from the United States, France, Japan, China, and Italy. President Ismael Omar Guelleh has ruled since 1999, succeeding his uncle Hassan Gouled Aptidon who had governed since independence from France in 1977. The 65-seat unicameral National Assembly is elected by a winner-takes-all party list system from 5 multi-member constituencies, effectively precluding representation for parties outside the ruling coalition. A 2010 constitutional amendment removed the two-term presidential limit, enabling Guelleh's continued candidacy. Presidential elections have featured only marginal opponents since the main opposition coalition (Union pour la Salut National) declined to participate, citing the absence of conditions for a fair contest. Guelleh was re-elected with 97% in 2021 and again in 2026. Djibouti's economy is dominated by port services, transit trade for landlocked Ethiopia, and military base rental income. The country hosts Ethiopia's primary export corridor. Djibouti faces challenges including water scarcity, unemployment, and dependence on food imports. The media and civil society operate under significant constraints. The Independent National Electoral Commission administers elections; results are announced via the Constitutional Council.
