About elections in Benin

Benin is a presidential republic in West Africa and was long celebrated as one of the continent's model democracies. Since independence from France in 1960, Benin passed through multiple military coups before adopting a multi-party constitution in 1990 following the National Conference — a pioneering model for peaceful transition replicated elsewhere in Africa. From 1991 to the mid-2010s, Benin held competitive elections with multiple transfers of power. President Patrice Talon (in office since 2016) introduced sweeping changes to the electoral code starting in 2019 that imposed strict party registration requirements and a dual 20% threshold for parliamentary representation. These changes effectively excluded the main opposition formations from parliament in the 2019, 2023, and 2026 legislative elections. Presidential elections have similarly featured only government-aligned or marginal candidates since 2021. Key political parties include the ruling Union Progressiste le Renouveau (UPR) and Bloc Republicain (BR), while Les Democrates (LD), led by former presidents Boni Yayi and Nicephore Soglo, represents the main formal opposition. Benin's economy is dominated by agriculture (especially cotton), re-export trade to Nigeria, and a growing port sector at Cotonou. Elections are administered by the National Autonomous Electoral Commission (CENA, cena.bj) and results are certified by the Constitutional Court.
